Human Rights Officer – Digital Technology

About the role

The Human Rights Officer will join the Digital Tech and Human Rights Section (DTHR) of the United Nations High Commissioner for Human Rights in Geneva. Reporting to the Chief of DTHR, the incumbent will support the integration of human‑rights standards into digital‑technology programmes and advise on policy, training and reporting.

Key responsibilities

• Develop and implement policies and training programmes on human rights and digital technology.
• Collaborate with UN and non‑governmental programmes to embed human‑rights and gender considerations in digital initiatives.
• Represent the Office on matters relating to human rights and digital technology.
• Review, monitor and evaluate activities concerning digital technologies and the implementation of international human‑rights instruments.
• Support treaty‑established bodies, special procedures and extra‑conventional mechanisms.
• Prepare human‑rights sections of reports for the General Assembly, Human Rights Council and other bodies.
• Maintain up‑to‑date information on substantive developments and provide recommendations.
• Coordinate with other UN sectors, international organisations and governments on policy and action plans.
• Train and supervise junior staff and perform related duties as required.

Required profile

• In‑depth knowledge of law and human‑rights issues in the digital age.
• Familiarity with a range of human‑rights challenges across political, ethnic, racial, gender and socio‑economic dimensions.
• Understanding of institutional mandates of human‑rights organisations and prevailing policies.
• Ability to evaluate and synthesize information from diverse sources and assess its impact on human‑rights situations.
• Experience conducting comprehensive studies and formulating solutions to complex human‑rights problems.
• Demonstrated capacity to train civil authorities and advocacy groups.
