Senior Evaluation Officer

About the role

The Senior Evaluation Officer will be based in the Strategic Planning, Programme Management, Evaluation and Change Management Service of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Reporting to the Chief of the Service, the incumbent will lead the design, implementation and follow‑up of evaluations across the organization.

Key responsibilities

• Ensure all evaluations are conducted impartially, independently and in line with United Nations evaluation norms and standards.
• Lead the design and management of process and programme evaluations in collaboration with relevant divisions and branches.
• Integrate gender and other cross‑cutting issues into the OHCHR evaluation system.
• Provide guidance and technical support to staff on evaluations, and conduct evaluations personally when required.
• Represent OHCHR in the United Nations Evaluation Group and cooperate with other UN evaluation units.
• Prepare reports, briefings and follow‑up action plans for the Senior Executive Team, ensuring evaluation results inform strategic and programme decisions.
• Monitor implementation of evaluation recommendations and report progress to senior management and relevant UN bodies.
• Design and deliver an evaluation capacity‑development programme as part of the results‑based management strategy.

Required profile

• Extensive experience in planning, conducting and managing evaluations within an international or UN context.
• Strong knowledge of UN evaluation norms, standards and emerging innovative evaluation practices.
• Proven ability to incorporate gender and other cross‑cutting issues into evaluation processes.
• Excellent analytical, reporting and stakeholder‑engagement skills.
