Unit Head – Security Management

About the role

The Unit Head for Security Management leads the development and implementation of comprehensive security and occupational health policies for WHO staff worldwide. This senior position ensures a safe work environment, mitigates risks, and supports the organization’s mission across all levels and locations.

Key responsibilities

• Design and lead a sustainable, cost‑effective security structure aligned with WHO values.
• Develop, implement, and regularly review a five‑year strategic security plan.
• Provide operational and strategic risk analyses for staff, programmes, offices, and field missions.
• Create and deliver a staff security training strategy to raise awareness and competence.
• Coordinate security policies with UNSMS and UNDSS, and represent WHO in UN security decision‑making bodies.
• Liaise with host‑country agencies to ensure safe access for WHO teams.
• Oversee daily operations of Security Services, including HR management, performance monitoring, and staffing needs.
• Develop terms of reference for security positions and manage technical performance of mission security officers.

Required profile

• Proven senior leadership experience in security or occupational health and safety.
• Strong background in strategic planning, risk assessment, and emergency response.
• Experience working with international organizations and UN security frameworks.
• Excellent communication and stakeholder‑engagement abilities.
