Trade Facilitation Consultant (UNCTAD)

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking an international consultant to support the implementation of the Automated System for Relief Emergency Consignments (ASYREC) in the Pacific region. The role focuses on developing governance frameworks, e‑learning modules and technical guidance to expedite emergency goods supply.

Key responsibilities

• Provide technical advice and quality assurance to the national consultant developing the ASYREC user guide, e‑learning module and institutional framework.
• Review international best practices on importation, clearance, transport and distribution of relief consignments and propose trade‑facilitation measures for the Pacific context.
• Customize and enhance the ASYREC e‑learning module with case studies and practical examples applicable to various crises.
• Develop a technical assistance product on trade facilitation and emergency goods supply, including methodologies and guidance materials, using benchmarking with selected African countries.
• Assist in organising a regional awareness seminar for Pacific Island countries, including programme design, speaker identification, material preparation and delivery of technical sessions.

Required profile

• Advanced university degree (Master’s) in economics, law, development or a related field with specialization in international trade, customs or trade facilitation.
• Demonstrated experience in trade facilitation, customs procedures and emergency logistics, preferably with exposure to African or Pacific contexts.
• Proven ability to provide technical advice, produce guidance documents and support capacity‑building initiatives.
