Bureau Manager – Building Construction

About the role

The Bureau Manager for Building Construction will support the Commissioner of Code Enforcement in overseeing the Construction Bureau’s business processes and the Division’s general administration. This senior position involves supervising inspection staff, enforcing housing, building, and zoning codes, and representing the department to external stakeholders.

Key responsibilities

• Supervise inspection staff in the review of new and existing structures.
• Oversee enforcement actions related to housing, building, and zoning codes.
• Conduct field inspections and develop strategies for non‑routine property issues.
• Coordinate structure surveys as needed.
• Represent the department before boards, committees, courts, and the broader community.
• Perform additional duties as required to support the bureau’s objectives.

Required profile

• High School Diploma or GED.
• At least 10 years of full‑time experience in construction trades and building property inspection under the Ohio Building Code.
• Minimum 2 years of supervisory experience.
• Valid Ohio driver’s license.
• Full certification as an Ohio Board of Building Standards Building Inspector and Ohio Residential Building Official (preferred: Ohio Building Official Certification).
• Familiarity with Ohio Building and Residential Codes; knowledge of Cleveland Building, Residential, and Zoning Codes is preferred.
