Government and Industry Engagement Manager (Spectrum Certificates)
UNOPS · Genève
Description du poste
About the role
This role works with governments, regulators and industry leaders to advance connectivity through new approaches to spectrum management. It builds on existing technical assets, including a working prototype, regulator engagement materials and implementation frameworks, to turn regulator demand into formal partnerships, signed sandbox agreements and operational deployments, and to establish the framework in the standards ecosystem.
Key responsibilities
- Government engagement (about 50%): manage the regulator pipeline end to end, from outreach and follow-up to negotiation and signing of sandbox letters of intent and pilot agreements; convert the current pipeline of 4 countries into signed pilots and extend to new markets; use bilateral and multilateral channels to reach target authorities; run each pilot through its 90-day cycle to a findings note and continuation decision.
- Industry and operator demand (about 20%): build relationships with terrestrial operators seeking dynamic, short-duration or shared spectrum access so their demand reaches regulators early; coordinate with the space track on partnerships with technology providers in dynamic sharing, LEO and non-terrestrial systems and unmanned systems.
- Standards and ecosystem (about 15%): push a certificate protocol through IEEE and comparable bodies, including membership, working-group participation and formal positioning of the specification; coordinate white papers and conference talks, placing the framework in at least two recognised industry or standards venues per year.
- Communications and sustainability (about 15%): coordinate blog posts, media and public documentation; help develop the sustainability model, cost-recovery fee schedule, budget and analysis behind any future operating structure.
- Targets: one government at rung (b) or higher and the current pipeline converted to signed paper within 6 months; five governments at rung (b) or higher, at least one at rung (c), by end of December 2027; the specification formally lodged in a standards process and two white papers with talks by end of December 2027.
Required profile
- Advanced university degree in Telecommunications, Engineering, Computer Science, Information Technology, Policy, Public Administration, International Relations, Business Administration, Economics, Law, Development Studies or another relevant field; a first degree plus 2 years of professional experience may be accepted instead.
- Minimum 5 years of progressively responsible experience in spectrum or wholesale leadership in an operator active in emerging markets, a national regulator or ministry, government or infrastructure business development at a technology or satellite company, or development-finance transaction teams in connectivity.
- Demonstrated record of closing agreements with governments or regulators (signed contracts, licenses, concessions or pilot agreements).
- Experience in public-interest, open-source or digital public goods initiatives and with spectrum policy and licensing practice.
- Ability to work with an engineering lead on product decisions without translation and to navigate multi-country pipelines in ambiguous environments.
