Human Rights Officer – Economist (Economic & Social Rights)

About the role

The Office of the High Commissioner for Human Rights (OHCHR) is seeking a Human Rights Officer with an economist background to support the implementation of economic, social and cultural rights (ESCR). The incumbent will work under the Chief of the Economic, Social and Cultural Rights Section, providing policy advice and coordinating programme activities.

Key responsibilities

• Provide policy, strategy and substantive advice on economic, tax and finance issues related to ESCR, poverty reduction and inequality.
• Review, monitor and evaluate the implementation of international human‑rights instruments and treaty‑body recommendations on economic policies.
• Support treaty bodies, special procedures and other UN mechanisms in integrating human‑rights perspectives.
• Prepare human‑rights sections of reports for the General Assembly, Human Rights Council and other bodies.
• Coordinate with field staff, regional economic commissions and human‑rights entities to plan and review projects.
• Collaborate with UN and non‑governmental programmes to embed economic and gender dimensions of human rights.
• Maintain up‑to‑date information on substantive human‑rights developments and advise on appropriate actions.
• Liaise with other UN sectors, international organisations and governments on policy coordination.
• Assist OHCHR country and regional offices in developing training programmes on economic policies, human rights, democracy and the rule of law.
• Lead team coordination, staff planning and budgeting in consultation with the Section Chief.
• Train and supervise junior staff and perform other related duties as required.

Required profile

• Advanced knowledge of economic policy issues linked to ESCR and experience addressing complex human‑rights challenges.
• Familiarity with the mandates and procedures of human‑rights bodies and UN mechanisms.
• Ability to analyse information from diverse sources and assess its impact on regional economic situations.
• Strong coordination and communication skills for interaction with UN entities, NGOs and government officials.
