Human Rights Officer – Regional Liaison (Europe & Central Asia)

About the role

The Human Rights Officer (TJO) will join the Regional Liaison Team for Europe and Central Asia within the Global Operations Division of OHCHR. Reporting to the Chief of the Regional Liaison Team, the incumbent will support the integration of human‑rights considerations into political, humanitarian and economic programmes.

Key responsibilities

  • Attend and report on OHCHR meetings and engagements with Permanent Missions and other stakeholders, providing notes and feedback.
  • Facilitate coordination between the Regional Hub for ECA and Geneva‑based OHCHR entities and mechanisms.
  • Interact with civil‑society representatives in Geneva, especially during Human Rights Council sessions.
  • Plan and coordinate thematic and country‑specific human‑rights activities, ensuring a gender perspective.
  • Collect and analyse human‑rights data and indicators, including gender‑specific metrics.
  • Support sub‑commissions, commissions and other bodies and follow up on implementation of their decisions.
  • Integrate human‑rights and gender‑equality considerations into political, humanitarian and economic programmes.
  • Assist military and police forces in developing training programmes on human rights, international humanitarian law, democracy and the rule of law.
  • Supervise field verification work through periodic visits and follow‑up.
  • Represent the UN human‑rights programme at working‑level meetings and direct capacity‑building efforts.
  • Provide guidance to junior staff and perform other related duties as required.

Required profile

  • In‑depth knowledge of human‑rights issues and their political, ethnic, racial, gender‑equality and socio‑economic dimensions.
  • Familiarity with the mandates of human‑rights organisations, UN policies and procedures.
  • Strong research and analytical abilities, including data collection, indicator analysis and report drafting.
  • Ability to evaluate information from diverse sources and assess its impact on the human‑rights situation.
  • Professional competence, reliability and ability to meet deadlines.
