Residential Plan Examiner

About the role

The Residential Plan Examiner reviews construction documents for one‑, two‑ and three‑family dwellings in Cleveland before work begins. Reporting to the Commissioner of Construction Permitting, the role ensures all plans comply with local and state building, housing and zoning regulations.

Key responsibilities

• Examine residential construction documents for compliance with the Cleveland Housing Code, Cleveland Zoning Code and the Ohio Residential Code.
• Verify that plans meet requirements for construction, alteration, enlargement, repair, equipment, occupancy, location, maintenance, removal and demolition.
• Perform related enforcement duties as needed, supporting city code enforcement activities.
• Maintain accurate records of plan reviews and communicate findings to applicants and internal staff.

Required profile

• High School Diploma or GED and a valid Ohio driver’s license.
• One of the following: Ohio registration as an architect or professional engineer; five years of experience in building design and construction; or successful completion of the state‑approved trainee program.
• Current OBBS certification as a Residential Plan Examiner Trainee, Interim Residential Plan Examiner, or Residential Plan Examiner, and full OBBS Building Inspector certification.

Required skills

• In‑depth knowledge of the Ohio Residential Code, Cleveland Housing Code and Cleveland Zoning Code.
• Ability to interpret and apply building‑code requirements to residential plans.
• Experience with plan examination and construction‑document review processes.
