Financial Management Specialist (French Speaking) – Fixed Term until Dec 2028

About the role

The Specialist, Financial Management supports the Global Fund’s financial strategy by coordinating the Resilient Sustainable System for Health (RSSH) component and innovative financing mechanisms across multiple countries. Reporting to the Senior Manager, Country Financial Management Strengthening and Innovation, the role is fixed‑term until December 2028 and requires French language proficiency.

Key responsibilities

• Coordinate RSSH financial management, including Strategic Implementation Plan monitoring, reporting and oversight for a group of countries.
• Implement innovative financing mechanisms such as Payment for Result, mobile money, prepaid cards and biometric e‑vouchers.
• Provide professional financial services to country teams and design robust, risk‑based expenditure reporting structures.
• Maintain the integrity of financial solutions by defining efficient requirements for grant implementers.
• Interact with internal and external stakeholders, including grant finance teams, implementers, accounting software developers and international financial institutions.
• Consolidate grant finance data at the corporate level to support risk‑based budgeting and oversight.
• Strengthen internal controls of implementers, oversee auditors and fiscal agents, and ensure compliance with Global Fund fiduciary policies.

Required profile

• Proven experience in grant finance or financial management within the health sector.
• Strong knowledge of financial reporting, budgeting and internal control frameworks.
• Ability to work across multiple countries and coordinate with diverse stakeholders.
• Fluency in French and English.
