International Expert – Mining Governance & Green Finance

About the role

UNEP is seeking an international expert to provide analytical inputs that will strengthen Mongolia’s mining governance reform, align it with green finance standards and support environmental sustainability. The consultancy is remote, part‑time, and runs for eight months.

Key responsibilities

• Lead preparatory desk research and map international frameworks relevant to mining, green industrial transition and sustainable finance.
• Conduct comparative benchmarking of 3‑5 peer jurisdictions, analysing institutional and policy frameworks, environmental safeguards and investment readiness.
• Provide structured quality‑assurance review of the national consultant’s legal gap analysis and recommendations against international standards.
• Design analytical options for green‑mining eligibility and screening criteria based on international taxonomy and sustainable‑finance perspectives.
• Prepare an implementation sequencing note outlining phased reform pathways that balance competitiveness, fiscal realism, decarbonisation and environmental safeguards.

Required profile

• Proven expertise in mining governance, environmental law or green finance at an international level.
• Experience delivering comparative benchmarking studies and policy design for resource‑rich countries.
• Ability to work remotely and coordinate with UNEP, national consultants and Mongolian stakeholders.
