International Specialist on Management Consulting Sector Development and Regulatory Best Practices

About the role

The International Trade Centre (ITC) is recruiting an International Consultant to support the Making Trade Happen (MTH) programme, which strengthens export competitiveness in Jordan and advances a more enabling environment for services trade. The consultant will build on previous work on the management consulting sector and help implement the priority actions in the roadmap for legal, regulatory and policy reforms. The assignment is home-based, with travel to Amman, Jordan, and runs from 7 December 2026 to 7 February 2027.

Key responsibilities

• Prepare a stakeholder validation mission in Amman, including a presentation and materials on international best practices, comparative country examples and recommendations covering activity classification, institutional arrangements, taxation of exported services (Mode 2 supply) and business registration and licensing.
• Take part in the technical mission, deliver presentations, facilitate public-private dialogue and gather stakeholder feedback on the proposed recommendations.
• Submit an end-of-assignment report summarising activities, findings, feedback, challenges and lessons learned, and recommendations for follow-up.

Required profile

• Advanced university degree (MA/MSc or equivalent) in law, economics, public policy, business administration or a related field, or extensive relevant experience in lieu of the degree.
• At least 5 years of professional experience in the management consulting sector.
• Demonstrated knowledge of the related regulatory environment.
• Fluency in English (spoken and written); fluency in Arabic is an asset.

Required skills

• Excellent presentation and communication skills.
• Ability to engage with government officials, regulators and private sector representatives.
• Experience with trade in services or professional services regulation is a strong asset.
