Team Lead – Regulatory Systems Strengthening

About the role

The Team Lead for Regulatory Systems Strengthening will provide technical leadership and managerial oversight within the Health Systems, Access and Data division. The role focuses on building regulatory capacity in Member States, ensuring safe and effective medical products through policy development, benchmarking and cooperation.

Key responsibilities

• Lead the design and implementation of regulatory systems strengthening strategies, including convergence, harmonisation and reliance initiatives.
• Develop and propose technical health policies and strategies in collaboration with regional and country offices.
• Manage a small technical team, financial resources and work planning to achieve programme objectives.
• Conduct research on best practices, disseminate findings and support capacity‑building activities.
• Oversee monitoring, evaluation and reporting of key performance indicators and programme deliverables.
• Act as the technical reference for UN agencies, donors and partners, representing the programme in meetings and advocacy events.
• Coordinate global benchmarking of national regulatory authorities to document strengths and gaps.

Required profile

• Proven experience in regulatory systems strengthening or related public‑health regulatory work.
• Demonstrated ability to lead technical teams and manage programme budgets.
• Strong knowledge of regulatory cooperation, convergence, harmonisation and reliance mechanisms.
• Experience in developing health policies, conducting research and producing technical reports.
• Excellent stakeholder engagement skills with UN agencies, donors and national authorities.
