Trade in Services Data Collection and ITRS Specialist

About the role

The International Trade Centre (ITC) is recruiting an International Consultant to strengthen national capacities for collecting, analysing and disseminating data on trade in services, focusing on management consulting services in Jordan. The consultant works under ITC supervision and in close coordination with the Central Bank of Jordan to review and refine the International Transactions Reporting System (ITRS), the main source of such data. The assignment is home-based, with no travel, and runs from 4 January 2027 to 21 March 2027.

Key responsibilities

• Assess the current ITRS and identify bottlenecks in principal service categories, discussing the classification of payment codes and data gaps with the Central Bank of Jordan (CBJ).
• Prepare a technical note with practical recommendations for improving the ITRS, based on BPM7 and MSITS 2026 and good practice from other countries, covering payment code classification, reporting thresholds and complementary data sources.
• Validate the concept note with CBJ, the Department of Statistics and the Ministry of Industry, Trade and Supply, and incorporate their feedback.
• Deliver a webinar for CBJ and reporting banks, present the recommendations, answer questions and share a brief action plan.

Required profile

• Postgraduate degree (MA/MSc/MBA, PhD or other) in statistics, economics, international relations or international business; extensive relevant experience may be accepted in lieu of the degree.
• At least 5 years of professional experience in international trade in services and data collection.
• Previous experience with international organisations is desirable.
• Advanced English (spoken and written); Arabic is a plus.

Required skills

• Detailed knowledge of international recommendations for trade in services data collection (BPM6/BPM7, MSITS2010/MSITS2026).
• Excellent writing and presenting skills, focused on technical reports.
• Experience with ITRS systems and bank reporting is highly desirable.
