Lead Expert – Mid-term Review of Bank Secondments

About the role

The United Nations Environment Programme Finance Initiative (UNEP FI) seeks a senior consultant to lead a mid‑term, evidence‑based operational review of in‑bank secondments delivered under the SECO ENCORE Phase II workplan. This remote, three‑month assignment will provide strategic insights to optimise ongoing secondments and inform future capacity‑building models.

Key responsibilities

• Conduct an independent review of completed and ongoing bank secondments, focusing on operational, governance, delivery and relational aspects.
• Identify practical actions to accelerate the completion of remaining secondments.
• Synthesize lessons learned to strengthen future UNEP FI capacity‑building initiatives.
• Produce an evidence‑based report that supports the strategic assessment of secondment versus alternative models.

Required profile

• Proven experience in conducting operational reviews or evaluations, preferably in the financial or environmental sector.
• Strong analytical skills with the ability to translate findings into actionable recommendations.
• Excellent written communication skills in English.
• Ability to work independently and deliver high‑quality outputs within a tight timeframe.
