Functional Review Consultant

About the role

The United Nations Environment Programme (UNEP) is seeking an experienced Functional Review Consultant to conduct a comprehensive assessment of the Basel, Rotterdam and Stockholm (BRS) Secretariat’s organizational structure, functions, staffing, systems and financial resources. This remote, four‑month consultancy will support the Secretariat in ensuring its structure is fit for purpose, financially sustainable and aligned with its strategic priorities.

Key responsibilities

• Analyse the current organisational structure across branches and units, including reporting lines, job classifications and post levels.
• Identify key challenges, risks and areas of misalignment in functions, staffing and resource allocation.
• Prepare a diagnostic report outlining findings and a set of prioritized, actionable recommendations for structural adjustments, staffing optimisation and efficiency measures.
• Develop an implementation roadmap with timelines, sequencing, dependencies and responsibilities.
• Provide regular interim updates to the Deputy Executive Secretary and deliver the final Functional Review report in editable Word/Excel format.

Required profile

• Proven experience conducting organisational or functional reviews, preferably in the public sector or international organisations.
• Strong analytical and report‑writing skills with the ability to translate complex findings into clear recommendations.
• Familiarity with UN systems, environmental programmes or multilateral environmental agreements is an advantage.
• Ability to work independently, manage deadlines and communicate effectively with senior officials.
