HR Specialist

About the role

The HR Specialist will support smooth HR operations across UNOPS by delivering reliable guidance, services and policy implementation to teams and partners. Reporting to the Geneva HR Manager, the role ensures consistent application of UNOPS HR policies and contributes to the development of HR initiatives aligned with business objectives.

Key responsibilities

• Support the development, interpretation and implementation of HR policies and corporate initiatives.
• Provide advisory services to line management on personnel matters, including grievances, performance improvement plans and workplace disputes.
• Oversee talent acquisition processes, contract administration and workforce planning in collaboration with business units.
• Design and lead HR projects that advance recruitment, learning, and knowledge‑sharing objectives.
• Communicate policy changes and new initiatives to staff, ensuring clear understanding and compliance.
• Promote gender equity, diversity and inclusion by advising on related programs and training.
• Facilitate continuous improvement of HR services through data analysis, trend monitoring and best‑practice sharing.

Required profile

• Demonstrated experience applying HR policies and procedures in an international or multi‑national environment.
• Strong knowledge of recruitment, contract management, workforce planning and employee relations.
• Ability to work collaboratively with stakeholders at unit, regional and headquarters levels.
• Proven track record of leading HR projects and delivering data‑driven recommendations.
• Familiarity with gender equity and diversity initiatives is desirable.
