Human Resources and Social Relations Director

About the role

The Universal Postal Union (UPU) seeks a senior leader to head its Human Resources and Social Relations function. Reporting to Executive Management, the Director will shape HR policy, drive strategic programmes and represent the organization in international forums.

Key responsibilities

• Formulate and advise on HR policies, guidelines and strategic frameworks for the UPU.
• Lead the Human Resources Directorate (DRH), coordinating programmes in recruitment, career development, training, performance management, compensation, benefits, classification and staff welfare.
• Provide authoritative advice on complex HR and staff policy matters to senior management.
• Represent the UPU at external bodies, forums and events, and act as a member of the International Bureau Management Committee.
• Analyse and revise major strategic and policy documents, ensuring alignment with UN system standards.
• Promote an inclusive, respectful workplace culture and manage staff‑management relations.
• Identify best practices, improve workflow and productivity across HR programmes.
• Oversee dispute resolution processes, implementing proactive measures to avoid formal appeals.

Required profile

• Extensive senior‑level experience in human resources leadership, preferably within an international or UN‑related organization.
• Proven ability to develop and implement HR policies, strategic plans and organisational frameworks.
• Strong knowledge of UN system HR standards, staff regulations and social security mechanisms.
• Demonstrated expertise in staff engagement, welfare initiatives and inclusive workplace culture.
• Excellent advisory and decision‑making skills on complex HR issues.
