Identity Management Interagency Collaboration Consultant

About the role

The Identity Management Interagency Collaboration Consultant will support the UN80 Identity Management Working Group in developing a practical "Starter Kit" for country offices. This kit will raise awareness of the UN80 initiative, provide guidance on data sharing, deduplication, and joint identity assurance, and showcase tools and best practices from contexts such as Ukraine and the State of Palestine.

Key responsibilities

• Design and draft the Starter Kit content covering data sharing frameworks, deduplication technologies, and identity assurance guidance.
• Map existing technological and legal frameworks that enable cross‑agency beneficiary data exchange.
• Identify and summarize best‑practice tools and case studies for identity deduplication and assistance package consolidation.
• Collaborate with UN agencies (UNICEF, WFP, UNHCR, IOM) and the UN80 Quint Working Group to ensure alignment with the Humanitarian Compact Action #24.
• Produce actionable, operational recommendations that can be readily implemented by country offices.

Required profile

• Advanced degree or equivalent professional experience in data management, humanitarian policy, or related fields.
• Demonstrated experience working on multi‑agency data interoperability or identity management projects.
• Strong analytical skills and ability to translate technical concepts into user‑friendly guidance.
• Excellent written communication skills in English.

Required skills

• Knowledge of beneficiary data standards and interoperability frameworks.
• Familiarity with identity deduplication technologies and tools.
• Understanding of legal and policy considerations for cross‑agency data sharing.
