Specialist, Digital Health, Strategy, Investment & Evidence

About the role

The Specialist, Digital Health provides technical advisory support to strengthen country digital health systems and data use across Global Fund investments. The role sits within the Health Information Systems and Surveillance (HISS) team in the Technical Advice and Partnerships Department and supports the Grants Management Division Country Teams, other RSSH and disease teams, the IT Department and other parts of the Secretariat on the design, implementation, oversight and optimization of digital health investments financed through grants, Matching Funds, Strategic Initiatives and other catalytic funding. It is a defined-duration position until December 2029.

Key responsibilities

• Provide grant portfolio-facing digital health technical advice, including analysis, inputs and recommendations for Country Teams and technical departments, identifying gaps, prioritizing investments and reviewing funding requests and grant documents.
• Contribute to grant design, implementation and oversight with inputs on governance, enterprise architecture, interoperability, data standards, cybersecurity, procurement specifications, service models, sustainability planning and performance monitoring.
• Coordinate the GC8 Digital Solutions Supporting Integration initiative through workplans, procurement processes, supplier coordination, budget monitoring, risk identification, reporting and internal governance.
• Prepare and disseminate practical digital health resources such as terms of reference, procurement templates, competency frameworks, reference architectures and cost-benefit tools.
• Promote interoperability and standards-based approaches by organizing technical inputs, country examples, testing resources and peer exchange activities.
• Facilitate coordination with internal and external stakeholders, document meetings and escalate strategic or sensitive issues to the Senior Specialist.
• Collect evidence, track indicators, document lessons learned and prepare draft updates or corrective actions.

Required profile

• Advanced university degree in information technology, health informatics, digital health, public health, global health, engineering, data systems, health systems strengthening or another relevant field.
• Demonstrated experience advising governments, donors or international organizations on digital health strategy, governance, enterprise architecture, interoperability, procurement, implementation, data use or sustainability.
• Proven ability to turn complex technical issues into practical investment recommendations, grant design choices, procurement specifications and implementation support.
• Experience supporting multi-country initiatives, technical assistance, suppliers, consultants, budgets, deliverables or performance reporting in complex stakeholder environments.
• Strong experience working with Ministries of Health, implementing partners, donors, technical agencies and internal cross-functional teams.
• Track record of operating effectively in multicultural and matrixed environments.
• Excellent English; French is preferred, other languages an asset.

Required skills

• Desirable: over 4 years of relevant experience in digital health, health information systems, health informatics or public health data systems in low- and middle-income countries.
• Desirable: knowledge of Global Fund grant processes, Matching Funds, Strategic Initiatives, RSSH investments, KPI reporting and portfolio implementation.
• Desirable: experience with standards-based digital health architectures, interoperability labs, accreditation or certification approaches, digital health procurement, health data governance, surveillance systems, HMIS, laboratory information systems, supply chain systems or primary health care digitalization.
• Desirable: experience in HIV, TB, malaria, epidemic and pandemic preparedness, disease surveillance, community health, primary health care or integrated service delivery programs.
