Specialist, HRH and CHW Programming (French Speaking)

About the role

The Global Fund is hiring a Specialist for Human Resources for Health (HRH) and Community Health Worker (CHW) programming in its Strategy, Investment & Evidence Division, based in Geneva. The role works in the Resilient and Sustainable Systems for Health (RSSH) / Pandemic Preparedness and Response (PPR) team and supports francophone country portfolios during Grant Cycle 7 (2024-2026) and beyond. It is a defined duration position until December 2029.

Key responsibilities

• Serve as technical focal point for priority portfolios, giving country teams advice on CHW programming, HRH and broader RSSH, including supporting TA design, joint missions and portfolio reviews.
• Act as project manager for the Strategic Initiative on integrated community and health services (CHW component), leading regional TA provider selection and contracting, monitoring provider performance and managing reporting to private sector donors.
• Support team functions such as evidence synthesis, dashboards, strategy guidance notes, technical briefs and learning events, and collaborate across Global Fund teams.

Required profile

• Advanced university degree in Medicine, Public Health or another first degree, with at least 10 years of relevant post-first-degree experience.
• Country-facing technical support experience in HRH and CHW programming, primary health care and community service delivery.
• Experience designing technical assistance and quality-assuring TA products, and managing projects and suppliers.
• Excellent knowledge of French and English; experience in Francophone Africa strongly preferred.

Required skills

• Knowledge of HRH-CHW evidence and good practice, and at least two of: integrated community care models for women and children, continuous quality improvement and supportive supervision, formalization of CHW roles, gender analysis in HRH, HRH sustainability analysis and planning.
• Desirable: 4+ years of HRH and CHW programming in low- and middle-income countries, understanding of HRH-CHW integration in fragile and conflict-affected settings, and experience with Global Fund processes and SI project management.
