Consultant – Consolidation of Technical Guidance on Return, Readmission and Reintegration

About the role

The International Organization for Migration (IOM) seeks a consultant to consolidate and harmonize existing guidance on return, readmission and reintegration into a single integrated document. The guidance will target government practitioners and authorities responsible for managing these processes.

Key responsibilities

• Identify overlaps and complementarities between the draft Technical Guidance on Return and Reintegration and the draft Readmission Manual.
• Propose a coherent structure and layout for an integrated guidance document optimized for user experience.
• Consult with relevant IOM teams and external partners as needed.
• Integrate concepts and guidance from both source documents into a single narrative.
• Ensure the final document meets the needs of government practitioners while also serving other stakeholders.

Required profile

• Master’s degree in International Relations, Economics, Business Administration, Social Sciences, Law, Development Studies, International Affairs or a related field.
• Experience in guidance development, policy and technical support to governments.
• Previous experience with international organizations, NGOs or government entities involved in migration and protection assistance is desirable.
• Fluency in English (oral and written) is required; knowledge of another UN official language is an advantage.

• Excellent communication skills for clear and concise presentation of findings.
• Knowledge of return migration, readmission, reintegration and protection frameworks.
