Coordinator, Policy, Regulation, Congress and CA matters

About the role

The Universal Postal Union (UPU) is seeking a Coordinator to lead activities related to postal policy, regulation, Congress and CA matters. Reporting to the Director of DPRM, the role supports the UPU’s strategic objectives across its 192 member countries.

Key responsibilities

• Coordinate, supervise and manage studies, activities and human resources linked to postal policy, regulation, Congress and CA matters.
• Represent UPU to external organisations and act as secretariat for UPU bodies, leading Congress and CA secretariat activities.
• Lead the formulation of postal policy guidelines, strategies and regulatory reforms aligned with universal postal service obligations and UN policies.
• Provide authoritative advice to General Management and other directorates on policy and regulatory issues.
• Initiate, plan and supervise programmes through subordinate managers and experts to ensure task completion.
• Make administrative and operational decisions related to policy, regulation and Congress matters.
• Represent UPU at internal and external meetings, forums and events on behalf of senior management.
• Develop, implement, monitor and evaluate policy advice and recommendations for UPU bodies and member governments.

Required profile

• Extensive experience in postal policy, regulation or related international public‑policy fields.
• Proven ability to lead and supervise multidisciplinary teams.
• Strong analytical and advisory skills for senior management.
• Excellent communication and representation abilities with external stakeholders.
