Deputy Program Manager – Cell 4

About the role

MSF is seeking an experienced Deputy Program Manager to support operational planning, resource mobilisation, programme monitoring, security and advocacy for Cell 4. Reporting to the Program Manager, the role bridges missions and headquarters, ensuring high‑quality assistance in selected countries.

Key responsibilities

• Steer the operations planning cycle, ensure compliance with MSF policies and mobilise resources for intervention strategies.
• Identify and prioritise key medical and humanitarian stakes, communicate MSF’s public position and maintain networks of political, humanitarian, medical and academic contacts.
• Monitor risk exposure, validate security frameworks and supervise Heads of Mission, providing guidance and field visits.
• Coordinate headquarters support, analyse programme reports and ensure timely reporting to institutional donors.
• Lead thematic working groups, support operational research and contribute to training modules for coordinators.

Required profile

• University‑level degree in international relations, social sciences, medicine, public health, a paramedical field or equivalent experience.
• Significant humanitarian experience, ideally as an MSF Head of Mission or Emergency Coordinator; medical coordination experience is an asset.
• Fluency in English and French; additional language is a plus.

Required skills

• Strong representation, diplomatic and negotiation abilities.
• Strategic planning, analytical and synthesis skills with a solid understanding of medical issues and MSF intervention strategies.
• Excellent writing, public‑speaking and participative management style.

What we offer

• Full‑time 100 % position (40 h/week) on a 3‑year renewable contract.
• Gross annual salary from CHF 110 652 to CHF 129 348, 25 days paid vacation plus Swiss public holidays.
