External Relations Officer – Capacity Building

About the role

The External Relations Officer (Capacity Building) will support the Office of the High Commissioner for Human Rights in strengthening resource mobilisation across headquarters and field operations. Reporting to the Chief of the Donor External Relations Section, the incumbent will act as the focal point for capacity‑building initiatives and donor engagement.

Key responsibilities

• Lead and deliver training on resource mobilisation at HQ, regional and country levels, including development of modules, presentations and tools.
• Provide advice on resource‑mobilisation policies, strategies and priorities to divisions, branches and field offices.
• Draft briefing notes, position papers and donor correspondence; ensure compliance with UN rules and procedures.
• Oversee the preparation and quality of fundraising proposals, ensuring consistency of tools and templates.
• Support senior management on missions to donor capitals and headquarters for fundraising purposes.
• Develop and maintain strategic partnerships with governments, intergovernmental organisations and private donors.

Required profile

• Proven experience in resource mobilisation, donor relations and capacity‑building activities.
• Strong knowledge of UN rules, procedures and project‑management principles.
• Excellent written communication skills for briefing notes, position papers and donor correspondence.
• Ability to design and deliver training programmes and adapt materials for diverse audiences.
