National Consultant – Green Public Financial Management Framework (Cambodia)

About the role
The United Nations Environment Programme (UNEP) is seeking a National Consultant to lead the development of a Green Public Financial Management (PFM) framework for Cambodia. The assignment is remote, lasts six months, and supports the Ministry of Economy and Finance and the General Secretariat for Public Financial Management Reform in integrating sustainability into the whole budget cycle.
Key responsibilities
- Prepare an inception note, workplan and annotated outline of the Green PFM framework, drawing on existing vision documents and assessment reports.
- Draft the full Green PFM framework, covering budget formulation, public investment appraisal, execution, procurement and reporting, and define required institutional arrangements.
- Design the concept note and agenda for the Green PFM Symposium and green public finance forum, coordinating speakers and panelists.
- Lead technical preparation of the December symposium, including background material and session design.
- Present the draft framework at the symposium, capture feedback, and revise the framework, action plan and capacity‑development plan accordingly.
- Produce the final package in Khmer and English, together with all supporting documentation.
Required profile
- Advanced university degree (Master’s) in economics, public finance, public administration, public policy or related field, or equivalent combination of a first‑level degree plus two years experience.
- Minimum five years of professional experience in public financial management, public investment management or budget reform, preferably within a finance ministry, international organization or development partner.
- Direct experience with the Cambodian public financial management system and the Public Financial Management Reform Programme.
- Demonstrated knowledge of green, climate‑responsive public financial management across the budget cycle.
- Proven track record drafting policy frameworks, action plans or reform strategies adopted by government counterparts.
- Experience supporting high‑level convenings (concept notes, agendas, speaker outreach) is desirable.
Required skills
- Fluency in written and spoken Khmer and English, able to draft policy documents to publication standard in both languages.
- Strong knowledge of green, climate‑responsive public financial management, including budgeting, public investment appraisal and procurement.
