Senior EU Policy Engagement Expert (Consultant)

About the role

The UNEP Finance Initiative (UNEP FI) is seeking a Senior EU Policy Engagement Expert to contribute to its strategic engagement with EU policymakers, regulators and financial institutions. The goal is to advance the bankability and financing of the transition to a sustainable, competitive and inclusive European economy. The consultant works remotely, home-based, for a 12-month assignment.

Key responsibilities

• Design and implement a structured value proposition and toolkit for banks' engagement in EU sectoral policy processes, including guidance and engagement frameworks.
• Contribute to aligning EU industrial policy (e.g. Clean Industrial Deal and sectoral initiatives) with financial sector practices and investment capabilities.
• Advise on the identification, analysis and prioritization of key EU sectoral policies (energy, transport, real estate, chemicals, circular economy) and translate them into financing pathways for banks.
• Facilitate sectoral policy briefs, engagement toolkits and practical guidance, and organize expert dialogues, roundtables and stakeholder convenings.
• Develop a compendium of innovative financial solutions such as blended finance, guarantees and securitization supporting industrial decarbonization and circular economy investments.
• Coordinate multi-stakeholder dialogues and engage with EU institutions (European Commission, EIB, ECB) to position UNEP FI as a key link between policy ambition and finance.
• Ensure coherence between policy engagement and banking realities, including risk-return, capital allocation and regulatory constraints.

Required profile

• Ability to work remotely for 12 months and deliver the agreed outputs.
• Integration of UN core values, including a human rights-based approach, leaving no one behind, and gender equality and women's empowerment.
