Senior Evidence Synthesis Consultant – Humanitarian Evaluation

About the role

UNICEF is seeking a Senior Evidence Synthesis Consultant to lead a rigorous, evidence‑based analysis of its humanitarian actions across the Europe and Central Asia (ECA) region. The consultancy will focus on consolidating existing evaluative material to produce actionable guidance for emergency preparedness and response in upper‑middle‑income and high‑income countries.

Key responsibilities

• Lead the structured synthesis of evaluations, after‑action reviews, and related assessments.
• Identify patterns, lessons learned, and critical trade‑offs that shape UNICEF’s role and added value.
• Translate findings into practical, operational guidance for UNICEF staff and external partners.
• Collaborate with the ECARO Evaluation Team and regional stakeholders to ensure relevance and coherence.
• Produce a final evidence synthesis report aligned with OECD/DAC humanitarian evaluation criteria and UNICEF’s Core Commitments for Children in Humanitarian Action.

Required profile

• Extensive experience in evidence synthesis, systematic reviews, or similar evaluative methodologies.
• Strong background in humanitarian evaluation, preferably within the ECA context.
• Familiarity with OECD/DAC humanitarian evaluation criteria and UNICEF’s Core Commitments.
• Ability to work independently and remotely while coordinating with multi‑disciplinary teams.
• Excellent analytical and written communication skills.
