Senior Legal / Regulatory Reform Expert

About the role
NTU International is seeking a Senior Legal / Regulatory Reform Expert to support the EU‑funded project that assists Uzbekistan in implementing its Agri‑Food Development Strategy 2020‑2030. The role focuses on reviewing, drafting and harmonising legislation and regulatory frameworks for a sustainable, market‑oriented agri‑food system.
Key responsibilities
- Review, draft and reform agri‑food sector legislation, regulations and institutional frameworks.
- Provide technical assistance on food safety, land‑use rights, agricultural subsidies and financing frameworks.
- Conduct regulatory impact assessments, comparative legal analyses and legal harmonisation initiatives.
- Advise public institutions on market‑oriented agriculture and sustainable rural development reforms.
- Develop regulatory frameworks aligned with international standards (e.g., SPS, food safety).
- Prepare legal analyses, policy recommendations, institutional reviews and reform roadmaps.
- Facilitate stakeholder consultations, public‑private dialogue and inter‑institutional coordination.
- Deliver workshops, technical training and capacity‑building activities.
- Support monitoring, reporting and analytical outputs related to reform implementation.
Required profile
- Master’s degree in law, agricultural law, public policy, governance, international trade law or a related field.
- Minimum 10 years of professional experience in legal reform, regulatory advisory or public sector governance.
- At least 7 years of experience in legal drafting, regulatory reform or institutional governance within agriculture, food systems or rural development.
- Proven experience in development cooperation and donor‑funded programmes, preferably in developing or transition economies.
