Chief, Resources Management Unit (P) - Multiple Duty Stations

About the role

IOM invites applications for the Chief, Resources Management Unit (P) at multiple duty stations. Reporting under the direct supervision of the Chief of Mission and with a secondary line to the Deputy Regional Director (Management), the Chief is a core member of the senior management team and the principal adviser to the Chief of Mission on resources management, financial sustainability, internal control, oversight and operational risk. The post suits country offices with large, complex and/or geographically dispersed portfolios, often with multiple sub-offices, significant emergency or high-risk operations and substantial donor funding.

Key responsibilities

• Set the strategic direction for finance, budget, treasury, human resources, supply chain, administration, premises and ICT, and own the internal control and management assurance framework.
• Advise the Chief of Mission on the office's financial position, resource capacity, operational sustainability and exposure to financial, compliance and delivery risks, and challenge major proposals with credible financial analysis.
• Support donor contract negotiations and advise on financial and other resources management policy.
• Oversight of human resources: workforce planning, recruitment support, onboarding, offboarding, staff development and performance management, in coordination with HR specialists and GSSC.
• Lead financial management, including integrated budgeting, multi-year forecasting, treasury, accounting and financial reporting, and set oversight for cash flow, banking and cash controls.
• Own the internal control and management assurance framework, lead integrated risk management and coordinate the Compliance and Controls Self-Assessment.
