Human Resources Officer

About the role

The United Nations Office of the High Commissioner for Human Rights is seeking a Human Resources Officer to support HR operations across a global workforce. The role reports to the Chief of the Human Resources Management Section and contributes to policy development, recruitment, entitlements, and staff development.

Key responsibilities

• Develop and implement new HR policies, practices and procedures.
• Monitor and ensure the application of HR policies across 96 countries.
• Prepare reports and lead special HR projects, including transition to Central Administrative Platforms.
• Lead the Operations team during HR entitlement service centralisation.
• Manage contract decommissioning processes and communication strategies for restructuring.
• Recommend promotion and placement guidelines, prepare job offers, and represent the organization in senior-level discussions.
• Advise on entitlements, remuneration levels for consultants, and policy exceptions.
• Participate in joint bodies on salaries and conditions of service.
• Identify staff development needs, design programmes, and prepare monitoring reports.
