Capacity-building Expert

About the role

The Capacity‑building Expert will support UNEP in assessing and strengthening the capacity of CITES Parties. The role involves preparing key analytical documents, designing and managing a targeted survey, and synthesising findings into actionable recommendations. This position contributes to regional consultations and technical workshops aimed at improving biodiversity governance.

Key responsibilities

• Prepare a comprehensive background paper on capacity‑building needs for CITES Parties.
• Design, pilot and administer a survey to capture support needs, gaps and preferred approaches.
• Compile, code and manage a structured dataset of survey responses.
• Analyse the dataset and produce a concise summary report with evidence‑based recommendations.
• Develop inputs and preparatory materials for regional consultations or technical workshops.
• Coordinate with UNEP units and external partners to ensure alignment of deliverables.
• Ensure timely delivery of all outputs within the agreed work plan.

Required profile

• Relevant academic background in environmental policy, international development or a related field.
• Proven experience in designing and conducting surveys and in quantitative data analysis.
• Familiarity with CITES processes and capacity‑building programmes is desirable.
• Strong analytical, writing and reporting skills.
• Ability to work under tight deadlines and deliver high‑quality outputs.
