About the role
The United Nations Environment Programme (UNEP) seeks a qualified consultant to conduct a comprehensive feasibility assessment of alternative supporting mechanisms for the Elephant Trade Information System (ETIS). This four‑month, home‑based assignment will support the implementation of CITES Resolution Conf. 10.10 (Rev. CoP20) and provide strategic recommendations for the most effective institutional arrangement.
Key responsibilities
- Map the requirements needed to implement the ETIS programme as mandated by CITES.
- Perform a comparative analysis of existing institutional options, including UNODC, the CITES Secretariat, and other intergovernmental bodies.
- Produce a detailed report on the feasibility, effectiveness, and efficiency of each option.
- Deliver a final recommendation on the most viable supporting mechanism for ETIS.
Required profile
- Advanced degree in environmental policy, international law, or a related field.
- Proven experience in conducting feasibility studies or institutional analyses for international environmental programs.
- Familiarity with CITES processes, wildlife trade monitoring, and UN system structures.
