GHS Training Strategy and Programme Development Consultant

About the role

The United Nations Environment Programme (UNEP) seeks a consultant to establish the technical foundation for a national Globally Harmonized System (GHS) capacity‑building programme in Vietnam. The consultant will assess the current legal and regulatory framework, identify priority needs, and develop a comprehensive training programme and supporting materials tailored to the Vietnamese context.

Key responsibilities

• Review national legislation, policies, regulations and existing training resources related to GHS implementation in Vietnam.
• Consult with UNEP, ICCA, Vinachemia and other stakeholders to identify technical priorities, target audiences and capacity‑building needs.
• Design a comprehensive GHS capacity‑building programme, including workshop agenda, learning objectives, training methodology and technical session structure.
• Develop all training materials – presentations, participant guides, trainer’s guide, practical exercises, case studies, and reference documents – ensuring they are accurate, user‑friendly and adapted to the Vietnamese context.
• Prepare pre‑ and post‑training assessments, evaluation tools and other resources to support effective learning and impact measurement.
• Present draft materials for review, incorporate feedback and deliver the final editable training package ready for implementation.

Required profile

• Advanced university degree (Master’s or equivalent) in Chemistry, Chemical Engineering, Toxicology, Environmental Sciences, Occupational Health and Safety or a closely related field.
• Minimum five years of professional experience in chemical management, chemical safety or GHS implementation.
• Demonstrated expertise in GHS hazard classification, chemical labeling, Safety Data Sheets and hazard communication.
• Experience designing capacity‑building programmes and training materials for government authorities, industry or other stakeholders.
• Fluency in written and spoken English; Vietnamese language skills are highly desirable.
