Programme Manager – Sustainable Development

About the role

The Universal Postal Union (UPU) seeks a Programme Manager to lead its Sustainable Development programme, covering climate action, social inclusion, gender equality and disability inclusion. Reporting to the Director and supervised by the Coordinator, the role ensures alignment with UN SDGs and UPU strategy.

Key responsibilities

• Plan, manage and monitor the sustainable development programme, including annual budgets, work plans and results frameworks.
• Provide policy and technical advice on UN sustainable development cooperation, climate action, social inclusion services and gender/disability inclusion.
• Develop and implement climate‑related technical cooperation initiatives, supporting member countries with project concepts and financing requirements.
• Lead the development of policy guidance, technical assistance and pilot initiatives to expand postal services for underserved groups.
• Identify and mobilise partnerships and resources, maintaining relationships with UN entities, development agencies, private sector partners and governments.
• Supervise sustainable development experts, consultants and interns, fostering a motivating work environment.

Required profile

• Proven experience in programme management within international or UN‑related contexts.
• Strong knowledge of sustainable development, climate policy, social inclusion and gender/disability issues.
• Ability to manage budgets, risks and results frameworks and to produce high‑quality policy documents.
• Excellent communication and stakeholder‑engagement skills, with experience in partnership development and resource mobilisation.
