Head of Learning & Development

About the role

The Head of Learning & Development provides strategic leadership for the ICRC’s Learning and Development function, translating organisational priorities into a coherent capability agenda and ensuring the organization builds the skills needed to fulfil its humanitarian mission.

Key responsibilities

• Define and implement a Learning & Development vision and strategy aligned with the ICRC’s institutional strategy and future capability needs.
• Lead a global L&D team of around 65 staff across six locations, chair the Learning Council and ensure alignment between learning investments and operational priorities.
• Build a balanced learning ecosystem using formal, experiential, coaching, peer learning and on‑the‑job development (70‑20‑10 model).
• Use data, learner insights and impact metrics to continuously improve the learning portfolio and prioritize investments.
• Act as a trusted advisor to senior leaders on capability development and drive AI‑enabled, digital learning innovations.
• Manage the L&D budget, workforce planning and resource allocation.

Required profile

• Advanced university degree in HR, Organizational Development, Education, Business Administration or related field.
• 12‑15 years of experience in Learning & Development, Talent Management or Organizational Development, preferably in a complex international organization.
• Proven experience designing and implementing organization‑wide learning strategies and leading high‑performing, diverse teams.
• Strategic advisory experience to senior leaders and strong understanding of digital learning, AI and future‑of‑work trends.
• Fluency in English; knowledge of French is an asset.
