Independent Evaluation Consultant for EU4Business Project

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking an experienced independent evaluator to assess the EU4Business project supporting CEFTA on non‑tariff measures and dispute settlement. The consultant will work remotely and report to the Chief of the Independent Evaluation Unit.

Key responsibilities

• Conduct an independent evaluation covering relevance, effectiveness, efficiency, sustainability, and mainstreaming of gender, environmental sustainability, disability inclusion, and the principle of leaving no one behind.
• Identify successful elements for replication and assess value for money and multiplier effects.
• Document shortcomings, constraints, and remaining challenges, and propose pragmatic recommendations.
• Draw lessons applicable to other projects or countries and review exit strategies for member states.
• Prepare a comprehensive final evaluation report in line with UNEG guidelines, UNCTAD Evaluation Policy, and human‑rights, gender‑equality, and disability perspectives.

Required profile

• Advanced university degree (Master) in economics, trade, development, public administration or a related field.
• Minimum 7 years of experience conducting or managing evaluations, preferably in trade‑related technical assistance and capacity building.
• Solid understanding of the UN system, Sustainable Development Goals, and gender‑responsive, equity‑focused evaluation design.
• Experience with public‑policy or development programme evaluations is desirable.
