International Consultant – Customs & Rules of Origin Expert

About the role

The International Trade Centre (ITC) seeks an experienced consultant to lead the technical development of a Customs Toolkit supporting the UK Developing Countries Trading Scheme (DCTS). Working remotely, you will collaborate closely with HM Revenue & Customs (HMRC) and ITC to produce an inception report, draft toolkit, and final validated version.

Key responsibilities

• Prepare an inception report outlining scope, methodology and work‑plan for the DCTS Customs Toolkit.
• Develop a first draft of the toolkit, incorporating practical guidance, operational procedures and tools based on consultations with HMRC and ITC.
• Incorporate stakeholder feedback, align the final toolkit with HMRC guidance and obtain validation from both ITC and HMRC.
• Coordinate targeted consultations, gather data on customs procedures and rules of origin compliance, and ensure the toolkit reflects international best practice.
• Deliver all outputs on schedule (Sept 2026, Nov 2026, Jan 2027) and maintain clear documentation throughout the project.

Required profile

• Proven experience in customs administration, rules of origin and trade facilitation.
• Demonstrated ability to produce technical reports and policy‑oriented toolkits for international audiences.
• Strong analytical skills and capacity to work independently in a remote setting.

• In‑depth knowledge of customs regulations and rules of origin.
• Experience with trade‑related policy analysis and toolkit development.
