Programme Officer – Trade & Investment Policy (WTO Implementation)

About the role

The International Trade Centre seeks a Programme Officer to lead the implementation, coordination and monitoring of projects that support developing countries in applying WTO agreements and related trade frameworks. The role is based in Geneva and reports to the Head of the Trade and Investment Policy Unit.

Key responsibilities

• Manage a portfolio of projects, defining delivery approaches, sequencing activities and ensuring coherence across analytical work, capacity building and stakeholder engagement.
• Develop, implement and evaluate programmes supporting WTO agreement implementation, monitor progress against workplans and take corrective actions.
• Provide policy advisory and capacity‑building services, including action plans and regulatory roadmaps for client governments.
• Coordinate outreach, training workshops and large field missions, guiding external consultants and drafting mission summaries.
• Oversee budget alignment with project activities and prepare related financial documents.

Required profile

• Advanced university degree (Master’s) in business administration, economics, law or related field (or equivalent combination of first‑level degree plus two years experience).
• Minimum seven years of progressively responsible experience in project or programme management, preferably in trade and investment policy or WTO implementation.
• Strong analytical, planning and organisational skills with ability to manage multiple priorities.
• Fluent English (UN Level III); French desirable.
