Administrative Officer

About the role

The United Nations Environment Programme (UNEP) is seeking an Administrative Officer to support the CITES Secretariat in Geneva. Reporting directly to the Secretary‑General of CITES, the incumbent will play a key role in budget formulation, programme planning, financial policy advice and trust‑fund management.

Key responsibilities

• Define CITES budgetary and financial needs, draft the core budget and present scenarios to the Finance and Budget Sub‑committee.
• Provide guidance on programme and project planning, costing and implementation in line with UN rules.
• Advise senior leadership on UN financial rules, IPSAS‑compliant practices and related policies.
• Coordinate administrative services, including trust‑fund management, donor funding, project closure, asset disposal and audit facilitation.
• Prepare and defend budgetary, financial and administrative reports to governing bodies on behalf of the Secretary‑General.

Required profile

• Proven experience in budget formulation and governance support within an international or UN context.
• Strong knowledge of UN financial regulations, IPSAS standards and procurement procedures.
• Experience managing trust funds, donor‑funded projects and overseeing audits.
• Ability to work closely with senior officials and coordinate across multiple UN agencies.
