Programme Officer – ATCMA Grants Management (Full‑Time)

About the role

The International Trade Centre is seeking a Programme Officer to manage the ATCMA grants portfolio across three African sub‑regional programmes (ECOWAS, ECCAS and SADC). Reporting to the Chief, Office for Africa and working closely with finance, legal and programme teams, the officer will ensure effective grant administration and compliance.

Key responsibilities

• Manage a grant portfolio of approximately EUR 3 million allocated to Business Support Organizations in ECOWAS, ECCAS and SADC.
• Prepare technical documentation for calls for proposals in coordination with legal and finance units.
• Develop evaluation guidelines and tools, publish calls, and oversee transparent evaluation processes.
• Coordinate grant adjudication, award, and monitor technical and financial performance of grantees.
• Facilitate timely disbursements, prepare periodic reports, and ensure proper closure of grants.
• Support the expansion of grants‑management functions at corporate level and provide capacity‑building assistance.
• Design and implement surveys, analyse data, and produce conclusions for programme improvement.
• Provide substantive support for meetings, conferences and field missions.

Required profile

• Experience in managing grant portfolios and familiarity with international grant procedures.
• Ability to work under supervision of project managers and collaborate with multi‑disciplinary teams.
• Strong analytical, reporting and documentation skills.
• Excellent coordination abilities with regional organisations and beneficiary institutions.
