Job description

About the role

CERN is setting up an internal export-control compliance programme centred on a new Export Control Compliance Office, within the Resilience team of OSI-ICS. As Export Control Compliance Lead you will establish and lead the office, develop its governance, policies and processes, and advise management on export-control and regulatory risks. The post is fully onsite in Geneva, on a 40-hour week, and is advertised as a limited-duration contract (5 years).

Key responsibilities

  • Establish and lead the Export Control Compliance Office, building its governance framework, policies, guidance, tools and training.
  • Act as the central focal point for export-control matters: classify, screen, review end-users and end-use, run compliance assessments and due diligence, and promote awareness.
  • Support and monitor the implementation of export-control requirements, including export authorisations, and serve as principal adviser and secretariat to the Export Control Compliance Committee.
  • Act as CERN's contact point with national authorities, external advisers and peer organisations, and maintain an external network in the export-control community.
  • Maintain records of assessments, authorisations, policies and registers of screened technologies, activities, institutions and persons.
  • Monitor the effectiveness of compliance arrangements, manage incidents and report on emerging risks and trends.

Required profile

  • Master's degree or PhD, or equivalent experience, in International Relations, Engineering, Law, Compliance, Economics, Business or a related field.
  • Demonstrated experience in export controls within regulated sectors such as aerospace, defence, manufacturing, energy, research or higher education.
  • Experience establishing, implementing or maturing compliance programmes, and conducting compliance assessments, due diligence and export-control evaluations.
  • A recognised qualification or certification in export control or compliance is an advantage.
  • Familiarity with one or more of the U.S., EU, Swiss and/or UK export-control regimes is an advantage.
  • Spoken and written English or French, with a commitment to learn the other language.

Required skills

  • Strong knowledge of export-control and dual-use regulatory frameworks.
  • Analytical, drafting and documentation skills, able to turn complex regulations into practical guidance and procedures.
  • Technical competencies listed include organisational design, knowledge management, risk management and archiving and records management.

What we offer

  • A competitive tax-free salary increasing with experience.
  • 30 days of paid leave per year plus 2 weeks annual closure.
  • Health insurance coverage for yourself, spouse and children, and membership of the CERN Pension Fund.
  • Family, child and infant monthly allowances.
  • Relocation package depending on circumstances.
  • Possibility to extend the contract up to 8 years and eligibility for an indefinite contract.
