About the role
The Finance & Budget Officer (TJO) supports the Finance and Budget Section of the Office of the High Commissioner for Human Rights in Geneva. Reporting to the Chief of Finance and Budget Section, the incumbent ensures effective budgeting, financial monitoring and implementation of the Umoja/Integrated Planning, Monitoring and Reporting (IPMR) system across headquarters and field locations.
Key responsibilities
- Serve as the local expert on the Umoja/IPMR system, coordinating implementation, process re‑engineering, training and workflow management.
- Identify, assess and mitigate risks and issues related to the Umoja/IPMR solution, escalating when necessary.
- Conduct change‑management activities, evaluating impacts of process redesigns.
- Review and analyse cost estimates and budget proposals for staff and non‑staff requirements, supporting managers in resource planning.
- Provide advice to programme and project managers on budget development, monitoring and reporting.
- Monitor regular and extra‑budgetary allocations, recommend fund reallocation, and ensure expenditures stay within authorized limits.
- Guide user groups on project budget planning and logical‑framework elements within the Umoja environment.
- Review requisitions for goods and services, verify correct expenditure objects and fund availability.
- Administer extra‑budgetary resources, reviewing agreements and cost plans for compliance.
- Prepare documentation for budget performance and financial reporting.
Required profile
- Proven experience in finance, budgeting or financial administration, preferably within an international or UN context.
- Strong analytical abilities and familiarity with budgeting cycles and financial monitoring.
- Ability to work collaboratively with multiple units and field presences.
- Excellent communication skills for training and stakeholder coordination.
