Human Rights Officer – Digital Tech & Human Rights

About the role

The Office of the High Commissioner for Human Rights (OHCHR) is seeking a Human Rights Officer to join the Digital Tech and Human Rights Section in Geneva. The incumbent will support the High Commissioner’s work on the promotion and protection of human rights in the digital age, providing research, analysis and policy advice across a range of emerging technologies.

Key responsibilities

• Conduct research and analysis on digital‑related human rights issues, including technological standards, AI, machine learning, big data, blockchain and facial‑recognition systems.
• Monitor developments at national, regional and international levels and advise headquarters and field presences.
• Support advocacy and public engagement activities of senior UN leadership on digital human rights.
• Design, develop and implement programmes that integrate gender perspectives and human‑rights indicators.
• Collect and analyse gender‑specific human‑rights data and ensure integration of human‑rights considerations into political, humanitarian and economic programmes.
• Supervise field verification missions, represent UN human‑rights programmes in working‑level meetings and lead capacity‑building initiatives.
• Prepare reports, briefings, statements and other communications for policy‑making bodies.

Required profile

• Advanced knowledge of international human‑rights law and practical experience in its application.
• Strong understanding of the human‑rights implications of information and communications technologies.
• Experience with gender‑sensitive analysis and integration of human‑rights issues into multi‑sectoral programmes.
• Ability to work independently, supervise junior staff and coordinate with diverse stakeholders.
