Policy Specialist – Rural Development (Consultant)

About the role

The United Nations Environment Programme (UNEP) seeks a Policy Specialist to support the development of a methodological framework and KPI system for the new Viksit Bharat‑Guarantee for Rozgar and Ajeevika Mission (VB‑GRAMG) Act. This remote consultancy will last four months and focuses on mapping and classifying green works within India’s rural employment programme.

Key responsibilities

• Draft a methodological framework for mapping and classifying green works under VB‑GRAMG.
• Develop a KPI framework to monitor permissible works and green outcomes.
• Analyse existing rural employment policies, including MGNREGA and the VB‑GRAMG Act.
• Coordinate with UNEP’s Economic and Fiscal Policy Unit and Indian ministries to ensure alignment with green economy objectives.
• Prepare concise reports and recommendations for UNEP and partner agencies.

Required profile

• Advanced degree in public policy, environmental studies, economics or related field.
• Proven experience in policy analysis and framework development for rural development or green economy programmes.
• Familiarity with Indian rural employment schemes (MGNREGA, VB‑GRAMG) and multi‑agency collaboration.
• Strong analytical and report‑writing skills.
