Senior Legal Officer – International Mechanism

About the role

The Senior Legal Officer will support the Office of the Assistant Secretary‑General of the International, Impartial and Independent Mechanism (IIIM) in investigating and prosecuting the most serious crimes committed in the Syrian Arab Republic since March 2011. Reporting directly to the Head of the Mechanism, the incumbent will provide high‑level legal counsel and oversee key programme functions.

Key responsibilities

• Provide authoritative legal advice on strategic, managerial and substantive aspects of accountability for core international crimes.
• Review, negotiate and draft major contracts, memoranda of understanding and other legal instruments related to information sharing, witness protection and operational cooperation with states, IGOs and NGOs.
• Supervise staff in the Mechanism’s witness support and protection unit.
• Oversee programme‑administrative tasks essential for the Mechanism’s functioning.
• Contribute to bi‑annual reports to the General Assembly and advise the Head on diplomatic and strategic matters.

Required profile

• Extensive knowledge of international criminal law, both substantive and procedural, and familiarity with UN system procedures.
• Proven ability to analyse complex legal issues and develop innovative solutions.
• Excellent legal writing skills and experience preparing briefs and legal instruments.
• Strong discretion, sound judgment, and the capacity to handle sensitive matters.
• Demonstrated diplomatic skills in engaging senior Member State representatives.
