Programme Level Evaluation Consultant (30‑day assignment)

About the role

The Economic Commission for Europe seeks an independent consultant to conduct a rigorous, evidence‑based evaluation of project proposals submitted under the 2026 SPECA MPTF First Call for Proposals. This 30‑day assignment will support the Steering Committee in making transparent and objective funding decisions.

Key responsibilities

• Independently assess all eligible project proposals using the SPECA MPTF scoring framework (100 points across ten sections).
• Prepare detailed individual assessment reports with scores, justifications, and actionable recommendations.
• Contribute to the Consolidated Assessment Report by comparing human and AI assessments and reconciling differences.
• Identify strengths, weaknesses, and any disqualifying issues; define conditions for conditional approvals.
• Present findings to the Steering Committee and respond to queries.

Required profile

• Proven expertise in project evaluation and funding decision processes.
• Ability to work independently under the guidance of the SPECA MPTF Support Team.
• Strong analytical judgment and evidence‑based assessment skills.
• Familiarity with SPECA MPTF Terms of Reference, Funding Strategy, and assessment templates.
