Human Rights Consultant – ESCR Monitoring (Malaysia)

About the role

The Office of the High Commissioner for Human Rights (OHCHR) seeks an experienced consultant to develop an economic, social and cultural rights (ESCR) monitoring framework for Malaysia. The consultant will conduct a situational analysis of the rights to health and work, and design a comprehensive indicator matrix aligned with international standards.

Key responsibilities

• Prepare an inception report covering a situational analysis, review of international human‑rights standards, mapping of national laws and policies, stakeholder needs analysis, workplan and conceptual framework.
• Develop a draft ESCR monitoring framework and indicator matrix, including quantitative and qualitative indicators, disaggregation requirements, responsible agencies, baselines, benchmarks and methodological notes.
• Ensure alignment with UN human‑rights mechanisms, WHO and ILO standards, Sustainable Development Goals and national development plans.

Required profile

• Proven expertise in human‑rights monitoring, particularly ESCR.
• Strong knowledge of international human‑rights standards, UN treaty bodies, WHO and ILO guidelines.
• Experience conducting legal and policy analysis, stakeholder mapping and data‑source assessment.
• Ability to produce high‑quality analytical reports and methodological documentation.
