International Consultant – Finance & Climate Risk (Morocco)

About the role

The United Nations Environment Programme (UNEP) seeks an International Consultant to design and implement a framework for integrating climate risk assessment into Morocco’s national investment and financing processes. The assignment is remote, lasts five months, and supports the Partnership for Action on Green Economy (PAGE) in Morocco.

Key responsibilities

• Conduct a diagnostic study of Morocco’s financial ecosystem and review international and national best practices.
• Develop a methodological and institutional framework for climate‑risk integration into investment evaluation.
• Prepare a report with practical approaches for government and financial institutions.
• Design and deliver training sessions for representatives of ministries and financial entities.
• Pilot the methodology with the Mohammed VI Fund for Investment (FM6I) and document lessons learned.
• Collaborate closely with a national consultant to ensure alignment with Moroccan policies.

Required profile

• Advanced degree in economics, finance, environmental science, or a related field.
• Proven experience in climate risk assessment, sustainable finance, or green fiscal policy.
• Familiarity with Moroccan investment and financing structures is highly desirable.
• Strong analytical and report‑writing skills, with ability to deliver training remotely.
