Online Enforcement Course Developer Consultant

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to design, refine and deliver a suite of online enforcement training modules for the CITES Virtual College. The consultant will work remotely for a six‑month period, producing high‑quality, accessible e‑learning content that supports CITES Parties in combating wildlife crime.

Key responsibilities

• Consolidate and streamline 14 existing draft enforcement training modules, incorporating feedback from experts and Parties.
• Develop, review and finalize a new module on “Detecting and identifying fraudulent permits”.
• Coordinate with the CITES Secretariat, the Enforcement Unit, the Outreach and Projects Unit and ICCWC partners to ensure content relevance and accuracy.
• Incorporate all feedback, produce final drafts of 15 online courses, and submit them for conversion into interactive training materials.
• Maintain alignment with CITES objectives and UNEP’s standards throughout the project.

Required profile

• Advanced university degree (Master’s or equivalent) in law enforcement, policing, criminal justice, homeland security or a related field; alternatively, a first‑level degree plus at least two years of relevant experience.
• Demonstrated experience in developing or reviewing training or e‑learning materials, preferably in an international or environmental context.
• Strong knowledge of CITES regulations and wildlife crime enforcement mechanisms.
• Excellent written communication skills in English.
